Hilary Duff Flirting With Club Promoter, Frankie Delgado

July 2007 It appears Hillary Duff likes a good piggy-back ride as she was recently spotted at a July 4th beach bash riding on the shoulders of club promoter, Frankie Delgado. Clearly Delgado's work was made easier with Hillary having dropped some weight, but we still have to ask what's in store for their romance? Are there fireworks or is this just flirting?
